Licence renewal
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the licence held by Câblodistribution Le Rocher Inc., for the cable distribution undertaking serving Grand-Mère, from 1 September 1995 to 31 August 2001. The Commission notes that as this undertaking now has more than 6,000 subscribers, it will issue a Class 1 licence.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The operation of this undertaking is regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to continue to distribute, at its option, WPTZ (NBC) and WCFE-TV (PBS) Plattsburgh, New York, WCAX-TV (CBS) and WVNY (ABC) Burlington, Vermont, received via microwave, as part of the basic service.
The Commission approves, by condition of licence, the request to be relieved from the requirement to distribute, in accordance with paragraph 16(2)(b) of the regulations, local service CBF-FM-1 Trois-Rivières, in view of the fact that CBF-FM-1 does not produce any local programming and that the licensee receives its services from Intervision de la Mauricie which carries CBF-FM Montréal.
The Commission reaffirms the particular importance it attaches to the development of community programming and has taken note of the licensee's expenses in the last year and of the annual budgets which will be allocated for community programming during the new licence term. The Commission commends the licensee for its efforts and encourages it to continue to develop community programs that reflect subscriber interests and concerns.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
