Licence renewal
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the broadcasting licence issued to La Magnétothèque to carry on a French-language national audio programming undertaking, from 1 September 1995 to 31 August 2002, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
La Magnétothèque was licensed in 1990 to provide, via satellite, a programming service of benefit to persons who are blind, visually- impaired or print-handicapped. This reading service, which is offered 24 hours a day, consists mainly of news, public affairs and information of general interest to the intended audiences. It is distributed by cable television licensees as background audio on alphanumeric channels, or as audio services on audio channels of their undertakings. It is also offered to FM radio licensees for rebroadcast on Subsidiary Communications Multiplex Operation channels.
It is a condition of licence that the licensee adhere to the provisions of Part I.1 of the Radio Regulations, 1986, as amended from time to time.
The Commission notes the licensee's continued commitment not to broadcast any advertising on this service, with the exception of on-air credit to donors.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. The Commission recognizes the efforts made by the licensee in this regard and encourages it to continue to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
