Licence renewal for CKIS
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the broadcasting licence for CKIS Montréal from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act (the Act), will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent. The Commission notes that because of the station's financial difficulties, the licensee was not able to meet all of its existing Canadian talent development commitments. The Commission further notes that no direct expenditures are proposed for the new licence term. The Commission will expect the licensee to make direct cost contributions to the development of Canadian talent once the station achieves a positive operating income, the profit before interest and tax (PBIT) index being the primary profitability indicator. Meanwhile, the Commission encourages the licensee to seek out other means of supporting, developing and exposing on-air local and regional talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission.
The Commission recognizes the licensee's involvement in various employment equity initiatives including its support of women, disabled persons and visible minorities in broadcasting. Nevertheless, the Commission considers that the licensee could increase its efforts in relation to aboriginal people.
The Commission requires the licensee to develop and implement an effective plan of action to ensure that adequate employment equity practices are followed throughout its organization. The Commission will revisit these matters at the time of the renewal of the licensee's undertakings.
In accordance with subsection 22(1) of the Act, this renewal is subject to the renewal of the Broadcasting Certificate issued by the Department of Industry.
The Commission draws the licensee's attention to subsection 22(4) which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 is of no force or effect.
