Licence renewal
Following Public Notice CRTC 1994-146 dated 2 December 1994, the Commission renews the licence held by Télécâble Groleau Inc., for the cable distribution undertaking serving Sainte-Thècle, from 1 September 1995 to 31 August 2001.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The operation of this undertaking is regulated pursuant to Parts I and III of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The Commission approves the licensee's application to be relieved from the requirement to delete the duplicate programming from CFTM-TV (TVA) Montréal, received via satellite from the CANCOM network, or to substitute therefor the local service of CHEM-TV (TVA) Trois-Rivières, when the programming is identical.2
Public Notice CRTC 1995-8 provides, with respect to the distribution of Part III eligible satellite services, that in the case of CFTM-TV, a licensee also distributing the signal of a local TVA affiliate shall delete the duplicate programming from the CANCOM service or substitute the local service when the programming is identical.
In assessing this application, the Commission took into account the licensee's argument that its limited income prevents it from acquiring the equipment necessary to meet signal substitution requirements.
The Commission denies the licensee's application to distribute TVOntario's programming service "La Chaîne", received via satellite, in view of the opposing intervention filed by TVOntario. Pursuant to the regulations and as set out in the revised list of Part III Eligible Canadian Satellite Services (Appendix to Public Notice CRTC 1995-8 dated 19 January 1995), authorization for the distribution of out-of-province educational services not receivable over the air is subject to the requirement that there be no objection on the part of the originating service. The Commission notes that, in response to the intervention by TVOntario, the licensee indicated that it will cease to distribute this service.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
