Licence amendment concerning the airing of infomercials
Following Public Notice CRTC 1995-34 dated 1 March 1995, the Commission, by majority vote, approves the application to amend the television network licence issued to CTV Television Network Ltd. (CTV) by adding the following condition of licence:
 In addition to the 12 minutes of advertising material permitted by subsection 11(1) of the Television Broadcasting Regulations, 1987, the licensee may broadcast infomercials as defined in Public Notice CRTC 1994-139 and in accordance with the criteria contained in that public notice, as amended.
In approving this application, the Commission, by majority, has decided to extend to private television networks the flexibility to air infomercials granted to private television stations, as outlined in Public Notice CRTC 1994-139.
For clarification purposes, the Commission hereby advises that criterion 7 described in Public Notice CRTC 1994-139 applies to commercial messages exceeding 2 minutes in length.
The Commission received several interventions in opposition to this application, and has noted the licensee's replies thereto, in particular CTV's statement that infomercials aired would be of high quality capable of capturing a large audience. The Commission also notes CTV's response to the intervention by Closed-Captioning & Subtitles from Winnipeg that it will endeavour to ensure that infomercials are closed-captioned.
The Commission acknowledges one intervention in support of this application.
