To amend the licence of the Category 2 national specialty television service known as Lonestar. Rogers Sportsnet Inc., Across Canada. 2002-11 - Call for comments on the application of the concept of "end-user choice" in the context of distribution services delivered to condominiums. The Commission invites comments that address solely the policy issues and questions set out in this notice. The Commission will accept comments that it receives on or before 5 April 2002.

2002-17 - Introductory statement to decisions approving two new television stations to serve Toronto/Hamilton. In New television station for Toronto/Hamilton and New multilingual ethnic television station to serve Toronto, Broadcasting Decisions CRTC 2002-81 and 2002-82, also published today, the Commission awarded licences for two new television stations to serve the Toronto/Hamilton market. In this notice, the Commission introduces those decisions by reviewing the market and the economic issues considered as part of the hearing process.

2002-18 - The Commission has an application from Cameron Bell Consultancy Ltd., Chilliwack, British Columbia – To amend the licence of the low-power weather information radio station. Intervention deadline: 16 May 2002.

2002-19 - Introductory statement to Broadcasting Decisions CRTC 2002-91 to 2002-93: Transfer of the assets of the radio, television and network undertakings in Ontario, Alberta and British Columbia formerly held by Telemedia.

2002-21 - The Commission has received an application from Canadian Broadcasting Corporation (CBC), Riverhurst and Swift Current, Saskatchewan. To add two transmitters at the above-noted localities to offer the programming of CBKT Regina. Intervention deadline: 16 May 2002.

2002-22 - The Commission has received applications from Native Communication Inc. and Yorkton Broadcasting Company Limited and Walsh Investments Inc., Partners in a General Partnership Known as GX Radio Partnership. Intervention deadline: 5 June 2002.

2002-23 - The Commission announces that it has received licence renewal applications for radio programming and radio network undertakings whose licences are due to expire August 31, 2002. The licensees seeking renewal are listed in the notice.

2002-39 - Cable capacity reports – Confidentiality of bandwidth capacity information. In this notice, the Commission announces its decision to include, in its semi-annual updates on the cable capacity of Class 1 cable distribution undertakings having 20,000 or more subscribers, a simple confirmation as to whether an undertaking has a nominal bandwidth capacity of 750 MHz or more.

2002-40 - Star Choice Inc. – Application for Licence Amendment to Permit Bulk Billing Arrangements (2002-0333-1). In Public Notice CRTC 2002-7 dated 12 February 2002, the Commission announced its intention to permit direct-to-home (DTH) distributors, upon application, to engage in the practice of bulk billing on the same basis as cable undertakings. The Commission invited DTH licensees to file applications to amend their licences accordingly. On 3 May 2002, Star Choice Inc. (Star Choice), a national DTH satellite distribution undertaking, applied for an amendment to its licence to permit it to engage in the practice of bulk billing on the same basis as cable undertakings. Intervention deadline: 26 August 2002.

2002-62 - Proposal by the Canadian Cable Television Association (CCTA) to exempt small cable undertakings – Call for comment. Deadline for comments: 2 December 2002.

2002-63 - Call for comments on program-related interactive television (ITV) services. The Commission issues today its Report on Interactive Television Services (the ITV report). This report sets out the findings of the Commission's fact-based inquiry into the development of interactive (ITV) services in Canada. The inquiry was initiated by the Commission in Fact finding inquiry on interactivity, Public Notice CRTC 2001-113, 2 November 2001. Deadline for comments: 20 December 2002 and 31 January 2003.

2002-12-1 - Further to its Broadcasting Notice of Public Hearing CRTC 2002-12 dated 10 October 2002 relating to a Public Hearing on 2 December 2002 at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec, the Commission announces the following: at the parties request, the public hearing is adjourned to a future date, not earlier than January 13, 2003 and no later than January 15, 2003.

2002-13-1 - Further to its Broadcasting Notice of Public Hearing CRTC 2002-13 dated 27 November 2002 relating to a Public Hearing which will be held on 3 February 2003 at 9:30 a.m., at the Palais des Congrès de Montréal, 201 Viger Avenue West, Montréal, Quebec, the Commission announced that it amends certain paragraphs of the introduction and correction to item 10.

Telecommunications

2002-1 - Northwestel Inc. – Initial annual review of supplemental funding. Reference: 8695-C12-19/02.

2002-2 - 900 Service – Agreements and consumer safeguards. The Commission is inviting public input on proposed changes to agreements between telephone companies and service providers that provide information and entertainment services to consumers through 900-service numbers for which users are billed by the telephone company or by the service provider. The Commission will also consider whether existing consumer safeguards are effective or need to be changed, and also whether additional safeguards should apply where consumers are billed directly by the service provider for 900-service calls. Reference: 8665-C12-15/02 and Bell Canada tariff notices 740 and 741 (National Services Tariff).

2002-3 - The Telecommunications Fees Regulations, 1995 (the Regulations) establish a formula for the calculation of annual telecommunications fees payable by Canadian carriers, as defined under section 3(1) of the Regulations. Reference: 8686-C12-07/02.

2002-4 - Competitor Digital Network Access service proceeding. Reference: 8661-C12-10/02; 8678-C12-11/01; 8638-C12-61/02 and Bell Canada tariff notice 6621.

2002-5 - New Procedure for Telecom costs awards. The Commission announces that it will generally proceed to fix the costs to be paid as part of the costs award process, thereby dispensing with the follow-up taxation process. Accordingly, it will only proceed with the taxation process in exceptional circumstances.

2002-6 - Access to pay telephone service. The Commission invites comments on issues relating to access to pay telephone service in Canada, including access by hearing-impaired and speech-impaired consumers. Reference: 8650-C90-01/01 and 8665-C12-18/02.

2002-7 - Cable modems for third-party access. The Cable High Speed Access CRTC Interconnection Steering Committee working group requested that the Commission resolve several issues regarding the use of cable modems for third-party Internet access. In this public notice, the Commission sets out its preliminary views on these unresolved issues, and initiates a proceeding inviting comments on its preliminary views and other related matters.
