At the outset, the Company notes that Dramis' letter is very confusing and it is difficult to determine exactly what Dramis is trying to achieve. The Company will not attempt to respond to any aspect of Dramis' letter other than the request by Dramis that Commission Decisions should include "interconnects and others".
